Well no, not when an articles url starts with "chroniclelive" but just for you I did and then you click on "continue reading" it comes up with a 403 page error - clever shite, and no I don't think it deserves to be relocated either.
 
The construction company and the surveying company who built this needs taking through hands.
This building was on the site of North Sands shipyard IIRC.
What has gone wrong with the structure in less than 25 years?
 
I saw a great documentary of sunderland in the early 90's, where these types of projects were being first spoken about. Interesting to see the contrast to 30 year later like
