Because the number panels/pads get fitted as standard. They're not bespoke for each individual building.

Why are they called elevators when they go down as well as up?
Same with escalators.

Generally you have to have already gone up to then go down.
Admittedly not true for underground carparks like.

I suppose you are elevating on the way down too as in they are lifting you up to prevent you falling.
I think Escaltor was a patent name and derived from ladder in Latin... ladders, like stairs and escalators are used to go up and down.

Leicester University have one of them Paternoster Lifts....Was supposed to be on a Visit there but spent all day playing in the Lift...Good Fun.....Got me Degree Elsewhere..
