One of the comments I read was ‘how long before the greedy council turn the lights off’.

Some people’s criticism of the council is more secure than the triple lock pension. Lights on? Waste of money when people can’t afford a stick candle and a match. Lights off? Greedy bastard council hate doing anything for the city.

No it doesn't have lighting columns. The LED lighting on the parapets wasn't commissioned for the rugby.

The money for the winter gardens came from the National Lottery mainly. You sometimes have to throw a bit of funding yourself to show commitment but that's always been the case. Have to speculate to get some return.
