What makes you think that? When it's at the nearly done stage I'd agree, but when it's at the haven't even bid yet stage then I'm not so sure.

IMO it means exactly what it says Romano is spot on and if it was near done he would have just held out a few days for a here we go. It would be a great signing but can’t see us getting this one over the line
