Depends what you mean by not rating him. He's clearly not a shit player, he's good, but if England and Liverpool want to win major trophies then he'd be one of the first guys that would need to be eased out of the team.

If you mean 'would get in a world XI' then obviously not.

But if you mean, 'can hold his own in matches against the best teams in the world', then equally obviously he can..
