I guess so. I do think though that in this day and age money is all that matters to most organisations and financial penalties are what they fear the most, and would be the biggest deterrent to other clubs. I've always argued for the biggest financial penalty, I.e the removal of internationals, to be imposed to really hurt the club. Modern day YCCC doesn't give a toss about success on the field and winning trophiesDisagree with that. Relegation and perhaps an embargo on oversees players would be punishment but wouldn't put them at risk of going under and an entire region losing international cricket.
