The energy price cap is the maximum amount energy suppliers can charge you for each unit of energy and standing charge if you're on a standard variable tariff.www.ofgem.gov.uk
The "annual cap" you see mention in this press refers to "typical usage" for an average household so if you are a low user you will pay less than this or a high user will pay more. If you have your heating and gadgets on 24/7 thinking that you will never pay more than the cap then you are in for a shock when your bill comes.
