Depends on the corporate i suppose.
Assuming the east stand is already pre designed to go out as far as the north did to add the extra tier on.
You could have a level at least as big as the bcb and full length of the ground to do a fair bit with.
Then a concourse for extra normal seats.
But I agree its not as simple as some people think.
 

With inflation the cost the of doing work will only ever be more in the future.

You should build when you have money, if we can afford it now and it won't cause issues in the future then just do the expansion.

It's better to have it built and be empty than need to build it in the future and not be able to afford it
