When will the officials call the match a draw? How much of it do the have to see out when it obvious that there's not enough time for both sides to see out a full innings?

I would be grateful if someone wiser than me in the rules of county cricket could explain.

I believe 4.50 pm is the earliest they can shake hands. Ideal opportunity this afternoon for Rhodes to play himself into form.
