What I think happened is last time, only the 5 listed clubs opposed ending the season, and now MacAnthony floated the 10 team playoff or whatever it was, Pompey and Fleetwood have decided they'd rather end it now and take the 4 team playoff, reducing the teams opposed to 3, and you need 4 to block it
