why not. Say the test central contracts players were never made available you'd still have the next best 60 English players competing in a higher standard competition against each other. Still got to be better than having potential England players facing the best 180 English players.
obviously it would be better if the test players were allowed to compete as a benchmark but anything which avoids the current dilution of standard across 18 counties has to be a step forward and a reduction in the current gap between county red ball cricket and test matches.
