A) you have to give £150 back to anyone paying by direct debit. The council have no choice, they can't offset it against the Ctax liability. So....Sunderland are going to deduct the first instalment from bank accounts and then have to pay it back. All by BACS, every transaction costing money. Why did the Government not say offset by default but give the money to anyone who wants it.
B) anyone not on DD has to apply. Most Council's have 60% on DD, so for Sunderland that'll be 40000+ applications. Not many Council websites will cope with that volume of traffic
C) The government have stated that checks need to be made where the name on the Ctax account isn't exactly the same as the name on the DD mandate....which will be administratively a pain in the scrotum. There'll be maiden names, spelling mistakes, parents paying, children paying, landlords paying etc
