Can't start a Conversation with a member (I.e. can't PM them)

Hello,

The problem is as per the thread title. Is it because they have set up their account not to receive PMs? If so, how does one do that?

At a guess they either have you on ignore, or their account has been disabled for some reason.

I've got PMs disabled. There's a box you can uncheck in your privacy settings.
