She's very confused and quite badly trained.
My uncle was ACC for a Northern Force responsible for recruitment. In his opinion the biggest problem was weeding out the candidates that wanted to be coppers for dubious reasons; inadequate types who wanted the power or respect their character did'nt merit; bullies; vigilante wannabees; all kinds of personal issues over and above public service. And the arrogant, stupid and confused of course. This problem was even worse for Specials or "hobby bobbies" as he called them. That system needs scrapping.
