No, assuming they have signed a contract to exchange ownership of the players contract. The registration is an administrative step with the relevant football body to allow them to play.

Even if they never register him for the squad, they will own the contract. Think Dani Olmo at Barca. They bought him, but couldn't register the contract as they had breached La Liga financial rules.
