There is very few situations where a copper would get away with that.
Having been taught arrest and restraint techniques on many occasion in my previous career, hitting someone in the head is a no. He could have killed the lad or turned him into a vegetable.
Maybe if it was a life or death situation for the copper or a victim.
It was a little scuffle, didnt even need to draw his baton.

Definitely not. The copper has lost his job as a result of this. Absolutely inexcusable actions by him.. He quite literally had no control of where the baton was going and could quite easily of killed him.

A tad. But a baton to the head with that force is toying with death any way you look at it. There's other ways to bring the lad down, even with a baton.
