they're both the same thing, you can only have 2 fielders outside of the circle except one is called by the fielding captain and the other by the batting...

the bowling power play is generally taken early in the innings to get it out of the way.

the batting power play is generally taken later in the innings when 2 batsmen are 'set' and can take advantage of the fielders being brought back into the 'ring', except in the case of england when you take the batting power play too late and don't have any batsmen left.

It's 3 outside the ring in batting and fielding powerplays, it's only 2 in the first 10 overs.
