Easy for me to say but I just can’t picture a scenario of me turning up to this and putting a young lad who is quickly losing consciousness due to being stabbed in the face and chest in hand cuffs

There absolutely is no reason whatsoever to handcuff someone who is dying in front of you.

The reason the police cuffed the kid on the ground was because the murderer had said the kid on the pavement dying had racially abused him.

That’s exactly how it went,as he lay cuffed and dying the kid is heard to say “I have been stabbed” a male voice (presumably the arresting officer) says “I don’t think so mate”.
