Depends on the ref and where it is on the pitch. I agree it’s an absolute mess they’ve created for themselves especially after they came out at the start of the season and warned players shirt pulling would be penalised. You know there was hardly any shirt pulling in the PSG V Bayern game, it seems it’s a PL thing.

Has any other player had a problem accidentally pulling someone's hair?

Seems like it was impossible to grab any part of the shirt of a 6ft7 striker because of his hair. Surprised it's not more common.
 
When a Sunderland players jumps with him with the dreadlocks, they should go down holding his face saying he got lashed in the face.
