unable to go to Chelsea match , trying to add bro- in- law but states already in a different ' family' , can you only be in one ' family ' or is it because he's a non-season ticket holder or something else ?

It's not because he's a non season ticket holder my mate had the same problem sending me a ticket when he was on holiday but he managed in the end. Tell him to delete any members he's got in his family then try again he can add them back later

cracked it, needs to be a standard relationship rather than strong- successfully added.
