It wasn’t a fortune, £6-7M for 6000 seats. It’s one of the less expensive cost per seat of any ‘modern’ stadium.

£15m for the initial 42,000 seats was dirty cheap even for the time.
The Riverside cost more (£16m) for 30,000 a couple of years earlier.

Aye the main reason they would want to extend is to have bigger concourses with more bars and restaurants and corporate options, which is where the real money is.
