There were 15 fouls because he wasn’t giving fouls. That’s what everyone is complaining about. He wasn’t giving obvious fouls or foul throws. He wasn’t requiring free kicks be taken near the right place.

What you're looking for as a supporter is mainly consistency, so allowing Man City advantage but not giving the same advantage to Sunderland in similar circumstances, or calling fouls against Sunderland but not against City which again appeared similar can be frustrating. Supporters can interpret that as bias, but referees see things from different angles, it's a fast game, referees are only human, they could make mistakes.

How do you explain CONSISTANTLY allowing Man City to take their throws further up the pitch but calling Sunderland back for anything even remotely similar?

Something as small as that, but blatantly obvious from the stands. Would that be a referee not being consistent and demonstrating bias, even if it didn't massively impact the final result?

I dont think this is the case but considering their owners and some of the off-season training camps this isnt impossible.
