So saying you can’t give a decision unless you’re certain doesn’t work. I don’t think it’s any more palatable to allow a bad goal as it is to disallow a good goal. They’re both wrong.
So I think a ref should go with being 51% sure. The trick is being mint at refereeing and judging so you don’t have many of those to make.
