There was the American who attempted to prove the earth was flat by building his own steam powered rocket. He killed himself.

His target was something silly like 1000 ft high. There are plenty mountains higher in the US, he could have just walked up. If you do a static line parachute jump, the minimum altitude is 3,000 ft.
