It should ... surely if there is a two minute stoppage for an injury all of that should be added . Goal celebrations can in some instances take longer than years ago especially when players gather in a huddle on the byline and walk slowly back to their own half. Another thing that has crept into the game is the trend for players to congregate on the touchline when there is a stoppage. They have a drink, receive instructions and troop slowly back into position. If referee cannot or are not prepared to add time on then perhaps a rule change us necessary but in the meantime we are being shortchanged.
Then you need to decide what constitutes adding time on at the end and what doesn't. It's very open to interpretation.
