Good article in The Times this morning citing an investigative website (Agentstvo) with sources close to the Kremlin, suggesting that Putin had concealed his plans to actually invade Ukraine from the cabinet and officials were not prepared for the punishing scale of international sanctions. The government was only aware that Putin planned to recognise the two seperatist regions in Eastern Ukraine and only expected relatively light sanctions
A source was quoted as saying "This is fucked up, they are out of their f***ing minds". Many government officials were ready to resign in protest but fear this would be seen as treason. "Resignation leads to a prison camp"
How can the West best encourage an attempt at removing Putin because that's the only way Russia can take a step backwards.
