Going back to when i served our tactics were to target vehicles with either one or multiple radio antennas as only commanders had radios and the rest just followed.

Given many of their nukes are on submarines if we did "Nuke them" they would retaliate with submarines. There's no way you could take out all of their nukes in one strike and at that point all you are doing is massacring a load of civilians and dooming your own country to its end. There is no upside
