I'm imagining it may also be hard to provide some of the proof needed when you're fleeing a war zone or being bombed. Hold on, will just grab the wedding certificate and bills in our joint name......
We just need an open door policy for a period of time, then worry about the rest later. In the main, the vast majority of these people will want to return home.
