I don’t usually, I’m pretty good at skirting the line between a little naughty and rule breaking, but I’m human and sometimes err on the wrong side. He can't just say to a henchman, "pass me the box with the red button, I've decided to nuke Europe".
He'll have to jump thru a few hoops to get to the button press stage, but there'll be plenty there to stop him who actually love and care about their families, friends and countrymen - something which Putin obviously doesn't.

I know what SWIFT is but not clear of what the practical implications of this will be. Would there have been much in the way of cross-border payments involving Russia anyway, under the current circumstances?
