The decision that PIF is separate from the Saudi State was made by the Administration of the PL after confidential assurances from Saudi Arabia.

The new rules on sponsorship was made by 18/20 shareholders of the PL who are not party to the assurances made by Saudi Arabia.

So if the Mags want to push this in the courts then the 18 will demand to see these secret assurances so they can defend their case.
