People buy petrol from, say, their local supermarket. Would your analogy not only work if they bought it directly from a company owned by the Saudi State? Indeed, a company which they could not invest in themselves and held a different role locally to simply a business, but it’s a cultural institution as well. I’m not sure the analogy quite works
