It's to do with the margin for error probably be higher for ball tracking for the bails instead of the stumps.
Why I've said just make anything hitting the bails or stumps out.
Blame the ICC having the stipulation in. We've benefitted from a nats ball hair hitting the stumps plenty of times being umpires call.
