Exactly marra, like all the EFLs half baked rules and ideas there will be ways round it.
What I don't get is there are already rules in place to stop clubs spending 60%+ over their turnover on wages, problem is they don't enforce it.

Hardaker wanted us down to Div4 AND all players found guilty banned for life. He thought we were the only ones doing it. Jimmy Hill wanted the top job ( he was No2 and retiring) in PFA AND max wage lifted AND player bans overturned.
Hill travelled the country collecting solicitor witnessed statements from former players of all 91 other FL clubs stating they’d received cash payments, clubs didn’t want all that coming out in court which was where a PFA told them it was heading.
Bans over turned, max wage negotiations started, Hill loved by players.
SAFC directors banned, shame they nivver used Hills leverage to keep their positions but they’d been told no directors of any other club would attend safc games if they remained, not wanting to turn safc into pariahs they accepted bans. How would we ever negotiate for players etc if other clubs had taken a hardline boardroom stance?
I still believe Hill thought SAFC owed him a favour. Hence....
