Having a cap on percentage of income does the same But the smaller teams won’t go for that as the reason for a wage cap isn’t about fairness but hamstringing the larger clubs in the division.

I’ve no idea whatsoever who or what they are but I do know people in Dubai and being Dubai based doesn’t automatically mean Middle Eastern ownership.
