WTF would the Foreign Office stop the Saudis from buying a football club? The Prince had dinner with the Queen a few months back.

She is putting in 10% according to the press.

It makes sense for the Saudi's if they don't want to be hands on in the running of the club.

Newcastle are a good sized club, in the Premier League with (historical) history and all that jazz. I'm sure the Saudis would love to buy Man Utd, Liverpool etc. But a) they're not for sale b) they'd cost way way more than Newcastle. Newcastle are comparatively cheap, aren't riddled with external debt and have small wage bills etc.
 
One of the reasons they are attractive is the way Ashley handled transfers ManU owe over 150 M in transfer fees and Newcastle are actually one of a small group of Premier teams actually in credit with transfer fees.
