Presume you mean the award for Premier League top scorer in a season? Phillips won the European Golden Shoe in 99-00 and is the only Englishman to do so.
In those seasons Shearer was prem top scorer someone in another European top league scored more.

Every goal scored in the five top leagues is ranked with two points. In the lower leagues with one point. Between we find countries/leagues where a goal is honoured with 1,5 point.
The ranking of countries is based on the UEFA coefficient-list, which determines the number of clubs to be invited to act in the Champions League and the Europe League. "
