That's just to say there's a deal in place. There's still stuff to sort from there, but it gives you an extra couple of hours to finalise every detail.

The FA/EFL, whoever need to ratify the deal to confirm everything was done properly and on time.

The fact Ross had a press conference at 8am to say he is confident it has been done is good because surely he would know if anything had the potential to screw it up.
