It's anti social behaviour, and enough for the OP to start a thread on it, so hardly normal or expected.

There could be any number of outcomes of making the call.
Not sharing the information is not going to eradicate the issue.

To some,quite common banter unfortunately and he isn't directly threatening anyone or being aggressive by the sounds of it.Hear variations of it most days in smaller doses

The bloke is clearly a moron if op is true, but phoning 101 for that is going to solve absolutely fuck all. If he's saying it loudly on a train then aye maybe have a word with the train guard but otherwise just let him get on with it. Much, much worse shit going on.

How do you know it would solve nothing? Do you know the lad?

There could be any number of outcomes. He may already be subject to an order banning him from the trains and/or the area. Every call against his behaviour could prevent him from allowing to continue.
Of course that is just conjecture, but so is your opinion of nothing being solved by ringing 101.

We'll never know.
