I thought that was just because the sub keeper was 13. On Northern League teamsheets it's written as 13/17, with the 17 being for if there's nee sub keeper.

Back in the day, when there were only 2 subs (no sub keeper) the no.s were 12 & 14. It's only when sub keepers were brought in that 13 was used.
