Sometimes it's good, but what about when people (say policemen) won't go into water to rescue somebody because they are "not allowed" due to H&S.
I know that could be an exaggerated story but I would hazard a guess many could give genuine/similar type stories.

I always assume stories like those are made up, or they've come out because some junior intern at some local authority has been asked to come up with a risk assessment for a particular thing and has stuck it in because they're retarded.
