Always thought it odd that the dsm definition of a pedo is

"that they have either acted on or which cause them distress or interpersonal difficulty"

So technically if you dont act on it, or you ENJOY actting on it your not a pedo.
Like wtf? Medical world does not define someone as a pedo if they enjoy kiddy fiddling...

Either acted on, whether they enjoyed it or not, OR have not acted on and are therefore caused difficulty by.

So yes, it does, you've just misread the definition

It seems to be a cultural thing in particularly Pashtun culture, in both Pakistan and Afghanistan. I read an article where Canadian troops had been told to turn a blind eye to local Afghan police hiring young boys for services rendered.
