Exactly. You can normalise the scores to eliminate bias from pitches, opposition and weather.

Individual issues like form, personal life, 'luck' etc will not be a factor if you use a large enough sample. Unless they affect several players at the same time, in which case you do want to know about them, as it's a reasonable assumption this is down to the coaching, team psychologists etc.

The ECB have an entire Sports Science department, they will be aware of all this and have very good measure of how their coaches are performing. Whether anybody at the top is listening is another matter!
