If it is so hard/expensive to develop how come some of the buses have them, and have done for a number of years?

Buses can use them because they're big so have lots of spare room and don't need refueling infrastructure as they're refueled back at the depot.

The fuel cells used in the London buses each have a dry weight of 350kg and can produce 75kW (about 100bhp).
One would power a decent car but at 350kg plus fuel storage, it would weigh too much and take up too much room to be practical in a car.

Would it be feasible for other commercial type vehicles as a starting point?

No reason why not, if it's a fleet of big vehicles which travel locally and return to the same base regularly, like buses or supermarket shopping delivery vans or post office delivery vans.
 
The clues were in my post but specifically free tidal, wind and solar power that are all found at source....the sea. The UK could be self sufficient for vehicle fuel.

So use renewables to generate electricity, convert AC to DC, use electrolysis to split the hydrogen from its other components, liquefy and transport the hydrogen, then use in a fuel cell to power a vehicle....

Or use renewables generate electricity, feed it instantly and directly in to a pre established national electricity grid, and plug an EV in to an AC/DC charge point, all done a lot more efficiently than you can the previous option.

I can see why it is struggling to be honest.
