From the FA's website:
"Impeding the progress of an opponent means moving into the opponent’s path to obstruct, block, slow down or force a change of direction when the ball is not within playing distance of either player."
 
Having seen the close up replay of the foul on Patterson, I'm even more convinced it was a foul. Their player knew exactly what his task what, and thats to stop the keeper from jumping. He simply got away with it on that occasion.
