And have there been examples of teams who have used this as their Plan A and been successful?

Target Man

"This is often used to describe a particular type of striker whose main role is to win high balls in the air and create chances for other members of the team and not necessarily scoring many goals themselves. These players are usually tall and physically strong while being great headers of the ball. They are also useful at defending against opposition set-pieces. "

The French won 2 world cups, both times playing a target man centre forward who scored no goals, nor even got a shot in target.

Stephan Guivarch and Olivier Giroud. At least Giroud was a decent player having a mare. Guivarch was just a crap sack of pomme de terre.

It did help having the likes of Petit, Pires, Henry and Zidane or Griezmann, Mbappe, Pogba and Kante behind them. But yes the tactic can work.
