What’s the criteria for a thread to become Parsnippable?

Seriously- what is it? Is it at the whim of any mod who doesn’t want it on the main board? Or is there a vetting process that it has to go through before it gets moved?

Random it seems. A serious thread can be moved there in seconds whilst a thread without merit is allowed to stay. It's always a bit embarrassing when you get a thread snipped, isn't it? Even worse when it's unmerited. One thing I've noticed more of recently is unnecessary merging of threads. Ruins them as the conversation from each is absolutely obliterated.
