Same as any country in any sport, they go through good periods and bad ones.

They’re not a bad side, just completely lacking an elite player or two.

There’s also infighting between the boards that make up West Indies and cricket declining in popularity generally as football and US sports become more popular

The concentration of revenue isn't going to be helped by the 2031 ODI World Cup taking place in India again. Co-hosts with Bangladesh which is good and appreciate the latter won't have the facilities for a tournament but still feels too soon to be back in India.
 
Cricket just quite simply isn’t as big in the West Indies as it was 20/30/40 years ago. The kids now are much more interested in football and basketball and those who do come trough inevitably want to get on the T20 franchise circuit. I don’t think they’ll ever be relevant at ODI or test level again.
