Weird job titles

There's a massive difference between knowing how to do it right and just doing it right.

Learning a trade over years gives you the knowledge of how to do your job right, (gained at college) and why you are doing it the correct way. Trade tests during your apprenticeship will ultimately give the desired practical skill level standard.
Experience makes you skilled not qualifications
Exactly - that is why time-served tradesmen do an apprenticeship - to learn the skill.
