Stuart Pearce fears England Under-21s will never win a major championship if top players keep pulling out.
Jack Wilshere, Andy Carroll and Micah Richards withdrew from this year's championship in Denmark in June when England went out at the group stage.
England are currently top of their 2013 European Championship qualifying group with four straight wins.
But boss Pearce says unless England use all their best players they "are going to struggle" to win a top competition.
England failed to win a game in the 2011 finals - drawing with Spain, the eventual winners, Ukraine and losing to the Czech Republic.
Pearce was unhappy about the loss of players like Arsenal star Wilshere, Liverpool striker Carroll and Manchester City full-back Richards.
The Under-21s beat Iceland 5-0 in Colchester on Thursday night and after the game Pearce said: "Unless we end up going to major tournaments with every one of our best players in the age group I think we are going to struggle to win a major tournament because everyone else does.
"Spain come with their biggest team. The [Chelsea winger Juan] Matas of this world drop down from the seniors to play in major tournaments.
"Until we solve that, we are going to be forever probably not winning major tournaments."
The 2013 European Under-21 Championship is being held in Israel.
