Makes a changes from the drivers who pull up in the permit only lane with no credit and have to sit for 2 minutes until a guy comes
over and asks what they think they're doing.

If you pull up and have no credit but the ANPR knows your plate it should let you through and charge you £3.
When you come to top up you will have a negative balance. They could allow say a limit of £30 before you get blocked.
